Did Palin abuse her power?

is it really an abuse of power to try to get a failed state trooper fired? He tazzered his son, sent death threats to his father-in-law, and drinks on the job and the report is saying that it is bad for her to try to get him fired? Even if it was an abuse, can it be argued that it was a necessary abuse?
